WELCOME to the Century of GENETIC change

The Article VIII Foundation  examines the possibilities of an addition, not a singular amendment, to the American Constitution for establishing a new human right and freedom created by genetic health technologies  not possible before the 21st century.    The medical and genetic technologies have advanced during the last generation to the point that a health or wellness right can be established for all citizens, but  genetic security at birth actually must be incorporated into the Constitution itself in order to be both a protected right and a legitimate authority of various democratic governance systems .
